Ce n’est sans doute pas dû au hasard s’il aura fallu attendre plus de deux siècles depuis l’indépendance de l’île pour voir le premier voyage – officiel cette fois – d’un chef d’État français s’effectuer en Haïti. La visite du président François Hollande le 12 mai 2015 a été accueilli par des manifestants réclamant « réparation » et « restitution » par la France de la somme versée par Haïti pour son indépendance. Certains brandissaient des pancartes sur lesquelles était notamment inscrit : « Hollande, l’argent oui, la morale non », en référence au discours prononcé quelques jours plus tôt par le chef d’État en visite à Pointe-à-Pitre (Guadeloupe) le 10 mai. Lors de son discours d’inauguration du Mémorial ACTe consacré à l’esclavage, suscitant beaucoup d’espoirs en Haïti, celui-ci avait affirmé : « Quand je viendrai en Haïti [le 12 mai], j’acquitterai à mon tour la dette que nous avons. » Mais, en réalité, Hollande voulait parler de « dette morale » et non de restitution des milliards d’euros qu’Haïti a versé à la France. Ne craignant aucune « immoralité », la France reste ferme sur son refus d’une indemnisation financière. Comme le dit Louis-Georges Tin, auteur de l’ouvrage Esclavage et réparations, comment faire face aux crimes de l’histoire (Stock, 2013) : « La repentance est une question morale ou religieuse ; la réparation est un problème économique et politique ». Or, écrit le principal quotidien de l’île, Le Nouvelliste, dans son éditorial, « … cette dette morale, jamais Haïti n’en a demandé réparation. Elle est irréparable, nous en convenons. Nous la laissons comme une tache sur le blason des civilisés. » et plus loin, poursuit : « …la France a aussi une dette financière vis-à-vis d’Haïti. Cette dette est un cas unique dans l’histoire. C’est la seule fois où les vainqueurs ont payé tribut aux vaincus. Cette indemnité de 150 millions de francs-or, payée pendant tout le XIXe siècle, a entravé l’économie haïtienne, étranglé notre développement et hypothèque encore l’évolution de notre pays.
