Pour des raisons de sécurité, la Conférence haïtienne des religieux (CHR) avait pris la décision, en octobre, de fermer les portes de ses écoles, ce jusqu’à un dénouement heureux de la crise. Jusqu’à présent, aucun message contraire n’est venu de sa part, car la CHR estime qu’une ambiance de sérénité ne prévaut pas dans le pays. Ses établissements et les religieux sont toujours la cible d’attaques.
L’attitude de réserve de la Conférence haïtienne des religieux (CHR) tient plus de la prudence que d’une velléité de boycott. « Les écoles catholiques n’ont pas à faire un appel à la réouverture des classes, puisque la paralysie des activités scolaires s’inscrit dans un contexte politique donné. Ainsi la fermeture des écoles a été faite dans un souci de protection et de sécurité. La reprise dépend nécessairement de la situation politique du pays, a ajouté l’homme d’Église, ce qui remet la balle dans les camps des protagonistes, notamment l’État qui est investi de la mission d’assurer l’accès à l’éducation à tous », a expliqué le père Firto Régis, porte-parole de la CHR.
Le contexte politique délétère qui aggrave la situation sécuritaire du pays ne facilite pas la tâche aux éducateurs catholiques. Au regard des exactions subies, tant dans la zone métropolitaine que dans le Nord, où des écoles ont essuyé des jets de pierres et autres attaques, leurs établissements ont eu des difficultés à assurer les activités du quotidien. Alors risquer la vie des élèves dans les rues n’est pas une option. « Nous soutenons l’idée de partage de responsabilités entre l’État, les parents et les écoles. Les écoles congréganistes n’ont aucun contrôle sur ce qui se passe dans les rues. Notre responsabilité se limite à l’enceinte de l’établissement quand nous accueillons les élèves », a indiqué le père Régis.
Tout en reconnaissant que la paralysie totale des écoles depuis trois mois (septembre, octobre et novembre 2019) sur le territoire est une catastrophe pour le pays, l’homme d’Église plaide pour une ambiance de sérénité afin d’avoir un climat nécessaire pour travailler jusqu’à juillet sans interruption. « Pour les élèves et les établissements scolaires, la situation est déjà catastrophique. Ce que nous devons faire, c’est de nous assurer qu’une fois les activités scolaires reprennent, qu’elles ne s’arrêtent que jusqu’à la fin de l’année scolaire en juillet, a-t-il soutenu. Les parents se sont sacrifiés pour s’aquitter de la scolarité de leurs enfants mais ils n’auront pas de toute façon le service correspondant à leur investissement.»
Le père Firto Régis estime que l’Église catholique avec cette position publique pour la fermeture des écoles a agi pour protéger les élèves contrairement au ministère de l’Éducation nationale, qui n’arrive pas à assumer ses responsabilités pour faciliter la reprise des activités scolaires. « Non seulement les écoles catholiques ont reçu des menaces de la part des manifestants, la clientèle que nous désservons aussi car on dit que nos élèves appartiennent à des familles bourgeoises », a-t-il ajouté.
Les attaques contre les écoles mettent en péril la vie des religieux
En raison de la situation du pays, la CHR, qui regroupe quatre-vingt-dix-huit communautés de multiples tendances catholiques, dit aussi s’inquiéter pour ceux qui occupent les locaux des établissements scolaires. Ordinairement, les religieux et les religieuses résident à la même enseigne que les écoles et par conséquent sont victimes de ces actes d’agression. Le père Firto Régis se rappelle les violences subies par les religieuses il y a deux ans, notamment l’attaque du 24 octobre dernier dans la commune de Borgne quand des gens lourdement armés sont entrés dans les salles de classe relâcher les élèves du cycle fondamental.
