Le Venezuela a annulé la dette du fonds Petrocaribe d’Haïti, mettant ainsi un terme aux discours politiques et à la manipulation médiatique qui entouraient cette question. Ces pratiques consistaient à affirmer que cette dette serait transmise de génération en génération et à l’utiliser comme un outil politique contre les adversaires.
Le ministère de l’information du Venezuela a annoncé vendredi dernier, le 23 février 2024, que le pays avait reçu un paiement de 500 millions de dollars en provenance d’Haïti pour le remboursement de l’approvisionnement en carburant (Petrocaribe) provenant du Venezuela, dans le cadre d’un accord de coopération régionale.
Sous la direction de feu le président Hugo Chavez, le Venezuela a envoyé des millions de barils de brut et de carburant à ses voisins caribéens, dont beaucoup, y compris Haïti, ont ensuite lutté pour amortir les dettes. Le président actuel, Nicolas Maduro, a exprimé son intention de relancer cet accord, démontrant ainsi un engagement envers la coopération régionale.
Le paiement de 500 millions de dollars par Haïti a permis d’annuler la dette totale accumulée, qui s’élevait à 2,3 milliards de dollars. Ainsi, Haïti ne doit plus un seul dollar au Venezuela. Il convient de rappeler qu’en 2010, le président Hugo Chávez avait déjà annulé une dette d’un milliard de dollars pour Haïti, affirmant à l’époque : « Haïti n’a pas de dette envers le Venezuela, c’est plutôt le Venezuela qui a une dette historique envers Haïti ».
TEMIR PORRAS PONCELÉON, continue de voyager entre le Venezuela et Haïti, effectuant plus d’une dizaine de déplacements pour faciliter les échanges entre le gouvernement d’Ariel Henry et celui du Venezuela. Ses efforts ont abouti à l’organisation d’une réunion au Venezuela avec le gouverneur de la Banque centrale d’Haïti, M. Ronald Gabriel, ainsi qu’avec le Ministre de l’Économie et des Finances, Michel Patrick Boisvert, afin de négocier le montant que Haïti devrait payer pour l’émission de dette Petrocaribe.
Suite à cet accord, le Trésor américain a octroyé une licence permettant le transfert des fonds depuis un compte de garantie à travers le système bancaire international. Le Venezuela se réjouit d’avoir mené à bien ce processus de recouvrement, marquant ainsi une étape significative dans la résolution de la dette d’un montant de 500 millions de dollars d’Haïti.
