Parents êtes-vous déjà prêts pour la rentrée des classes fixée au lundi 9 septembre prochain ?

Chaque année, c’est la monotonie de ce tambour qui fait toujours la danse entre le Ministère de l’Education Nationale et la Maison d’édition Henri Deschamps.
Les manuels scolaires subventionnés par l’Etat haïtien via le Ministère de l’Education Nationale et de la Formation Professionnelle (MENFP) à la Maison d’édition Henri Deschamps ne sont jamais disponibles avant la rentrée des classes.
Le premier versement de 80% promis par le Ministre Pierre Josué Agenor Cadet aux éditeurs n’est toujours pas encore effectif malheureusement. Le retard serait imputable à un petit problème de blocage des dossiers, au niveau de la Commission Nationale des Marchés Publics disait-il.
900,000 manuels scolaires subventionnés et 367,000 manuels en dotation sur le marché jusqu’à cette présente minute zéro ouvrage sur le marché. Cependant, comme les éditeurs de la Maison Henri Deschamps, Livret Methodiste, l’ Édition Pédagogie, Nouvelle S.A, C3 groupe S.A, Edition Canapé-Vert ont eu de bon commerce avec l’Etat haitien, pourquoi ne pas trouver un arrangement pour livrer les livres aux parents et écoles à temps. Si cette démarche n’est jamais envisagée par les éditeurs; il est fort possible qu’il y ait anguille sous roche, pour ne pas dire de la magouille pure et simple.
En effet ce sont des questions qui méritent bien d’être posées car pourquoi chaque année la rentrée scolaire s’effectue sur fond de crise.On sent de plus en plus que cette fameuse question de subvention n’est qu’un leurre,une autre façon assez subtile de quelques entreprises privées pour se faire encore plus d’argent.Ce retard enregistré chaque année est un retard complice et volontaire.
Aucun parent soucieux de l’éducation de ses enfants ne va attendre la veille de la rentrée des classes pour se procurer des manuels scolaires.
Alors ils se sacrifient pour acheter ces manuels aux prix réguliers tandis que l’état s’enorgueillit d’avoir conclu un accord de subvention avec la Maison Deschamps.
A qui donc profite réellement cette subvention?
Alors que la Maison Deschamps dit attendre de l’état haïtien l’exécution des obligations afin de mettre en vente les ouvrages subventionnés elle continue cependant à écouler tous ces manuels à leurs prix réguliers.Il n’y a donc aucune perte de leur côté, c’est une affaire de tout pour et par la Maison Deschamps.
L’année dernière le gouvernement disposait de 780 millions de gourdes pour un total de 2.351121 manuels scolaires en subvention mais pour quel résultat ?
Cette année le montant est fixé à 700 millions de gourdes pour un total de 990 milles manuels en subvention qui jusqu’à présent ne sont pas encore disponibles.370.000 autres manuels en pseudo dotation car les écoles nationales ou communales n’ont encore rien reçu.
Posez vous alors la question: à qui profite réellement cette affaire de subvention ?
Dans nos petites enquêtes,on a découvert que cette mise en scène commence d’abord par une orientation.
1-La Maison Deschamps a des délégués pédagogiques sur le terrain qui travaillent avec les directeurs et directrices d’écoles pour les obliger à mettre les manuels de Deschamps sur les listes.
2-Ils ont des délégués commerciaux pour traiter directement la question des commandes avec les directions d’écoles.
3-La Maison Deschamps envoie des catalogues aux écoles pour leur faire part des prix réguliers et des prix de subvention des manuels qu’elle fixe elle-même.
4-Presque tous les manuels subventionnés sont non seulement de nouvelles éditions mais ils figurent tous sur les listes des enfants.
5-C’est la Maison Deschamps qui planifie la distribution et la vente des ouvrages à travers ces relais dans les 10 départements du pays.
6-On ne peut en aucun cas parler de dotation car la majorité des écoles nationales se plaignent de n’avoir reçu aucun ouvrage.
Tout ça pour vous dire que ce n’est que du business et cette question du retard de la subvention n’est autre qu’un fin calcul.
