Monsieur le Directeur,
C’est en votre qualité de Directeur Général de la Police Nationale d’Haïti dont la devise est de protéger et servir la population que j’ai l’honneur de m’adresser à vous aujourd’hui. En effet, il n’est de secret pour personne que des gangs armés opèrent à visière levée et en toute impunité, tant au niveau de la zone métropolitaine que dans les zones les plus reculées du pays. D’aucuns assimilent, à juste titre, ce phénomène à un banditisme institutionalisé, vu qu’en majorité, ces groupes armés bénéficient de la complicité de certaines autorités au plus haut niveau de l’appareil d’Etat.
Pour résoudre ces problèmes sur le long terme, nous savons qu’il faut l’intervention des politiques à travers un dialogue national franc et sincère où tout doit être mis sur la table pour changer « le système ». Cependant, la police peut déjà intervenir de manière concrète afin de réduire le degré de criminalité et protéger la population aux abois. En tant que Sénateur de la République, ayant servi comme Officier des Forces Armées d’Haïti, et puis comme Officier de la Police Nationale, je suis bien placé pour savoir que nous disposons des compétences et de l’expérience appropriées au sein de la force publique pour répondre à cette crise.
Sans rentrer dans un encombrement de détails, permettez ainsi que je vous exhorte à des mesures simples, mais qui déjà pourraient porter quelques fruits, et enfin permettre que soient mis sous les verrous, les bandits des rues comme ceux du pouvoir.
En ce sens, veuillez trouver ci-dessous, les 12 points prioritaires soumis à votre appréciation, à savoir :
Des mesures administratives et logistiques
1-Redéfinir la carte opérationnelle de la police pour identifier toutes les zones à haut risque en vue d’assurer un meilleur déploiement des unités spécialisées.
2-Augmenter l’effectif disponible pour servir la population, en réduisant de 50% le personnel de police détaché au service personnel des autorités étatiques.
3-Assurer le paiement sans retard et en priorité des obligations dues aux policiers, et l’exécution de tous les bénéfices qui leur ont été promis.
4-Identifier, révoquer et procéder à l’arrestation des policiers impliqués dans les activités de gangs.
Des Mesures Opérationnelles et de Renseignement
5-Assurer que les opérations soient coordonnées, programmées et exécutées sous la gestion professionnelle exclusive du commandement de la PNH et mettre sur pied, une brigade de renseignement criminel.
6-Etablir des « barrages filtrants » de police dans toutes les zones instables afin d’empêcher les attaques meurtrières sporadiques comme celles de carrefour feuille, sans pour autant nuire au fonctionnement quotidien des citoyens.
7-Soumettre tout véhicule, au besoin, sans exception pour les plaques officielles, étatiques ou « palais national », à des fouilles opérationnelles en respectant les prescrits professionnels en la matière.
8- Effectuer des patrouilles de jour comme de nuit au niveau des grands axes routiers, et étendre les services de la police judiciaire aux ports et aux aéroports pour contrôler, les entrées et sorties des armes et munitions.
Mesures de Contrôle des armes en circulation
9-Demander à tous ceux et à toutes celles qui possèdent une arme pour leur défense dans les limites de leur domicile de la déclarer à la Police pour être légalisée. Passé le délai octroyé, la police accompagnée du juge de Paix, sera dans l’obligation de mener des perquisitions chez toute personne dans le respect de la loi. La police doit faire le suivi efficace et actif de toutes les demandes de légalisation des armes à feu.
10-Faire un inventaire de toutes les armes achetées par l’Etat haïtien et les comparer avec le stock actuel pour localiser les armes manquantes. Obliger les responsables des Institutions d’Etat, sans exception, à déclarer toutes les armes en leur service ou au service des autorités y travaillant dans un délai de 15 jours. Autrement, les armes seront toutes saisies par la PNH.
11-Identifier et désarmer tous les groupes armés rattachés à divers corps du Gouvernement, et en particulier au Ministère de l’Intérieur et à la Secrétairerie d’Etat à la Sécurité Publique. Les armes basiques des unités du palais doivent demeurer comme le requiert la loi sous le contrôle strict du commandement de la PNH.
12-Renforcer les rapports de proximité avec les leaders moraux des différentes communautés, et utiliser les maisons saisies par l’Etat pour offrir un service de protection aux informateurs de police lorsqu’ils se sentent menacés. Faire un suivi régulier de toutes les plaintes des citoyens.
En attendant l’élaboration d’une politique de Sécurité publique qui prenne en compte tous les aspects de la question, j’ose espérer que ces suggestions préliminaires vous seront utiles, et profite de l’occasion pour vous présenter, Monsieur le Directeur, mes salutations en la patrie commune.
