La lettre de créance est un instrument diplomatique officiel émanant du chef de l’État d’un pays, tel qu’un président ou un monarque, confirmant la nomination d’un ambassadeur pour représenter ce pays auprès d’un autre pays ou d’une organisation internationale.
Cette lettre, qui contient habituellement le nom de l’ambassadeur, son titre officiel, le nom du pays d’origine, ainsi que des salutations cordiales au chef de l’État du pays hôte, est remise lors d’une cérémonie spéciale appelée “présentation des lettres de créance”. Elle établit la légitimité de l’ambassadeur en tant que représentant diplomatique officiel de son pays et marque le début de ses fonctions diplomatiques dans le pays d’accueil.
En général, la lettre de créance n’est pas remise au ministre des affaires étrangères, mais directement au chef de l’État du pays hôte, souvent au président ou au monarque, lors d’une cérémonie officielle. Cependant, dans certaines circonstances, comme en l’absence du président, il est possible que le ministre des affaires étrangères reçoive la lettre de créance de l’ambassadeur afin de maintenir la continuité des relations diplomatiques.
Sans avoir remis sa lettre de créance, un ambassadeur ne peut généralement pas exercer ses fonctions diplomatiques officielles ni rencontrer des hauts dignitaires de l’État dans le cadre de ses fonctions.
La lettre de créance confirme officiellement la nomination de l’ambassadeur par son pays d’origine et établit sa légitimité en tant que représentant diplomatique. Sans cette lettre, les autorités du pays hôte peuvent ne pas reconnaître l’ambassadeur comme un représentant officiel et ne pas lui accorder les privilèges diplomatiques nécessaires.
Il est préoccupant de constater que certains journalistes continuent de manquer de rigueur intellectuelle et d’objectivité dans leur traitement de l’information, préférant promouvoir leurs propres intérêts et opinions personnelles au détriment de la vérité.
