Dans la nuit du jeudi 26 juillet 2007, la station d’électricité de Varreux est incendiée. La situation énergétique à ce moment est une catastrophe et l’EDH se retrouve dans l’incapacité de produire de l’électricité pour satisfaire les besoins de la population. Une grave crise de pénurie d’énergie va suivre.

Par la suite, ce que l’on oublie, c’est que la Sogener qui avait déjà un contrat depuis 2006, est amenée à faire d’importants investissements pour la reconstruction de cette centrale afin de répondre à une demande énergétique devenue plus qu’urgente.

Malheureusement, cet événement se reproduira deux ans plus tard, dans la matinée du 21 avril 2009, quand un autre incendie fait la une à la centrale. Le feu brûle même les circuits à l’intérieur du bâtiment.

Cette fois il s’agit du réseau mafieux de l’EDH qui veut continuer son traffic de pétrole et qui estime que SOGENER les en empêche. En effet, SOGENER reçoit son fuel par tuyaux des tanks du Terminal de Varreux. Plus moyen de détourner des camions entiers pleins de fuel vers d’autres destinations.

Cela ne sera qu’une des nombreuses attaques faites par le réseau de la mafia du vol de pétrole ayant mis feu à toutes les installations de la Sogener qui est pourtant obligée de continuer d’honorer son contrat en faisant les réparations nécessaires afin de pouvoir desservir son client EDH, qui à son tour doit alimenter ses clients.

Lakay Info n’est pas aveuglement partisane. Il faut renégocier les contrats. Elle le maintient. Mais si SOGENER est disposée à revoir les conditions du contrat, il fait donner une chance à la négociation. Autrement, il s’agit d’une persécution politique, honteuse et non productive. La population veut justice. Elle ne demande ni l’abus, ni la malhonnêteté.

Aujourd’hui, le Président Jovenel Moise, au grand mépris des lois protégeant la liberté d’entreprise, l’investissement privé et la continuité des engagements de l’Etat, decide que les contrats sont de-facto annulés. Il parle de nationalisation localement, tandis qu il se présente comme pro-business à l’étranger. Le Président jovenel Moise oublie cependant qu’avant d’aller chercher des investissements étrangers, il faut préserver ceux qui sont déjà sur place.

Mais ce que le President ne dit pas c’est qu’il a déjà une entreprise, à laquelle il vient de s’associer, pour remplacer les producteurs indépendants. Il ne veut pas un seul marché. Il veut celui de Sogener, de E-Power, de Haytrac et il pense même privatiser l’EDH dans moins de 6 mois.

Lorsque Jovenel Moïse avait initialement parlé de renégocier avec Sogener, il pensait que la Sogener allait s’opposer à toute renégociation des contrats. C’est pour cela que dans un premier temps, il tenait un discours axé sur la renégociation de tous les contrats d’électricité liant… Quand les firmes se sont dites disposées à trouver une entente, il a déclaré les contrats annulés manu militari. Le “Dictateur en herbe” à parlé!

Tel que stipulé, Jovenel Moïse, pensant que la Sogener allait s’opposer à toute renégociation des contrats, tenait préalablement un discours axé sur la renégociation de tous les contrats d’électricité liant l’Etat et les producteurs privés d’électricité. Sogener en tant que firme exclusivement haïtienne se dit être prête à renégocier au bénéfice du Pays et a répondu à l’affirmative pour une renégociation. Et, du coup, Jovenel Moïse qui a toujours souhaité s’associer à Ruven Bigio aux fins de prendre le contrôle du secteur énergétique a changé de discours et veut aller vite en besogne avant de finir par devoir démissionner.

Jovenel Moïse n’a jamais voulu renégocier les contrats d’électricité réellement, et la Sogener est victime d’un complot des proches de Jovenel Moïse et de Laurent Lamothe qui ont toujours voulu remplacer les trois producteurs existants.

Essayons de mieux comprendre, Newton Louis Saint-Juste, l’un des avocats de Jovenel Moïse dans le cadre de l’affaire opposant l’Etat à la Sogener. Il a déclaré que l’Etat Haïtien est victime de surfacturation équivalent à 123 millions de dollars US. Alors que la Banque Interaméricaine de Développement (BID) a exigé de faire placer un compteur pour aider l’Electricité d’Haïti (EDH) et la Banque Centrale (BRH) à mieux évaluer les factures soumises par les producteurs privé d’électricité en guise de contrôle; et que tous les paiements de l’Etat à la Sogener ont été effectués à partir de ce compteur, comment permettre cette surfacturation?

Dans un article de Kerlens Tilus ayant pour titre “Qui devrait avoir le contrôle du secteur énergétique en Haïti et comment l’Etat Haïtien doit s’y prendre pour résoudre le problème du black-out?”, il indique clairement que Jovenel Moïse est un pion entre les mains d’une mafia issue de la Syrie et du Liban. Lisez cet extrait: “J’avais dit deux semaines de cela que les violentes manifestations de rue en Haïti étaient l’expression de la guerre entre les Syro-Libanais, Syro-Juifs et Mulâtres pour le contrôle du secteur énergétique.

En effet, le clan de Sheriff Abdalah et de Gilbert Bigio (Père du petit Reuven) a remporté la première bataille sur le camp Vorbe/ Rouzier/Bonnefil. L’Etat haïtien cherche à résilier le contrat de ces compagnies pour l’octroyer à une autre entité ayant à sa tête Sheriff Abadalah et Gilbert Bigio. Où est l’Électricité d’Etat d’Haïti dans tout cela? Quelle est la responsabilité du Ministère des Travaux Publics? Quel est le rôle de l’Etat haïtien dans le contrôle du secteur énergétique?”

Il faut noter que la magouille existant entre Bigeo et Jovenel ne date pas d’hier. Bigeo a eu un gros prêt de L’ONA qu’il n’a jamais remboursé et Jovenel a demandé à Chesnel Piere, sous la dictée de Bigeo, que l’ONA transforme le prêt en participation. Le GB group (Les entreprises Bigio) n’a donc plus à rembourser l’argent reçu de l’Ona.

Ce lien très profond a été tissé par le grand manitou Laurent Lamothe qui, se voulant être apatron tout en conservant les privilèges de l’Etat, a payé pour la construction de la route d’entrée du Port Lafito avec les fonds PETROCARIBE. Pour décaisser plus de 9 millions de dollars américains au bénéfice de la route d’entrée du port Lafitto, Laurent Kamothe a passer cette route sur les dépenses urgentes de l’ouragan SANDY.

L’attaque contre la Sogener est très calculée et a un aspect hautement politique parce que le manque d’électricité cause une faiblesse sécuritaire la nuit, devant certains certains membres du Ministere de l’Interieur faciliter la repression sur les quartiers défavorisés. L’arrêt force de production électrique coïncide étrangement avec l’arrivée d’un nouveau contingent de mercenaires en Haïti. A noter que ces mercenaires sont d’un cru déjà indexé pour ses massacres sur des civiles non armés en Iraque lors du “massacre de Nosur”.
