Objet : Explications Conversion Conseil AGRITRANS en Conseil SOFIDAI et autres anomalies graves
Monsieur le Président du Sénat de la République,
Le Président de la Commission Ethique et Anti-Corruption sollicite votre urgente intervention auprès du Gouverneur de la Banque de la République d’Haïti, M. Jean Baden Dubois, afin qu’il fournisse des explications susceptibles de justifier des avantages accordés à la SOFIDAI (Société de Financement et de Développement Agricole et Industriel S.A.) au détriment d’autres structures légitimes de financement de l’Etat Haïtien. Il convient de noter que la SOFIDAI, société privée, relativement récente (moins d’une année d’existence), et «inconnue » du secteur financier, bénéficie de l’endossement de la BRH; au point d’être accréditée sur la page web de la Banque comme une référence institutionnelle en financement.
Sans vouloir étaler, pour le moment, la panoplie de violations des normes de bonne gouvernance et de conformité financière dont nous nous proposons de débattre en temps et lieu, il convient cependant d’attirer votre attention sur le fait que les anomalies de ce dossier, concernent les plus hautes autorités de l’Etat. A titre d’exemple, veuillez noter que la composition du Conseil d’Administration de la SOFIDAI, appelé désormais à gérer des millions de dollars avancés par la BRH, à un taux largement préférentiel, est quasiment le duplicata du Conseil d’Administration de la société AGRITRANS, objet de plusieurs scandales de corruption (UCREFF, CSC/CA et Commission Sénatoriale…). A noter que Le taux accordé par la BRH, à la SOFIDAI, est de 1% ; et qu’en retour, la SOFIDAI finance les agriculteurs au taux de 6%. Pourquoi priver nos paysans de cette marge bénéficiaire?
En effet, le tableau ci-dessous fait référence à au moins 3 membres du Conseil d’Administration d’AGRITRANS qui sont eux aussi les membres du Conseil d’Administration de SOFIDAI, à savoir:
Au-delà de ce double emploi à l’encontre d’autres structures de financement public étatique (ex : BCA, BNDA…) qui devraient être consolidées, au lieu d’être éternellement traitées en parent pauvre, la SOFIDAI –dont le siège social est à la rue Dalencourt de Bourdon, à Port-au-Prince, exactement comme AGRITRANS– n’a aucun registre d’expertise ou de compétences justifiant du favoritisme dont elle semble faire l’objet.
En outre, le Conseil d’Administration d’AGRITRANS est accusé de s’être adonné à une vaste stratégie de détournement de fonds publics par la CSC/CA et doit incessamment en répondre par devant la justice. La BRH serait-elle tentée de s’adonner à une stratégie de détournement de fonds publics, aux cotés de personnes jusqu’ici indexées par la justice ?
Ce constat, ajouté à une pléthore d’anomalies, les plus grossières les unes que les autres, dont la nomination du Trésorier de AGRITRANS, M. Edouard Clément, à la Direction du FDI, nous pousse à intervenir pour assurer que les fonds du FDI et ceux prévus par la BRH à cet effet, ne soient dilapidés par SOFIDAI, au détriment des agriculteurs et des paysans de l’arrière pays, auxquels il est sensé venir en aide.
Pour éviter la propagande qui tente systématiquement de réduire le travail de la Commission à une rivalité politique, le Président de la Commission vous prie de solliciter également du Gouverneur un justificatif économique, financier et légal, à partir duquel ce montage a pu être autorisé par la BRH, faisant fi des lois contre le blanchiment des avoirs les plus élémentaires et de la justice de notre pays.
