Le 22 février 2024, lors d’une réunion ministérielle au Rio de Janeiro, le secrétaire d’État américain Antony J. Blinken a souligné l’urgence de la situation en Haïti et appelé à une action concertée pour faire face à la crise sécuritaire qui sévit dans le pays.

Au cours des deux derniers jours, les ministres des Affaires étrangères du G20 et d’autres partenaires se sont rassemblés pour discuter des défis mondiaux, avec un accent particulier sur la crise haïtienne. La situation actuelle en Haïti est alarmante, avec une augmentation significative de la violence, des enlèvements et des attaques de gangs armés. Plus de 1 100 personnes ont été tuées, blessées ou enlevées rien qu’en janvier, et les gangs contrôlent désormais 80 % de la capitale, Port-au-Prince.

Cette escalade de la violence a eu des conséquences dévastatrices sur la population haïtienne, bloquant les routes commerciales, fermant les écoles et limitant l’accès à la nourriture, à l’eau potable et aux soins de santé. En réponse à cette crise, les États-Unis ont déjà fourni plus de 300 millions de dollars en aide humanitaire et ont alloué 189 millions de dollars pour renforcer la police nationale haïtienne.

Cependant, malgré ces efforts, il est clair que davantage doit être fait pour stabiliser la situation en Haïti. Le secrétaire Blinken a souligné l’importance de la Mission multinationale d’appui à la sécurité autorisée par les Nations unies, appelant à une mobilisation internationale pour soutenir cette initiative. Les États-Unis se sont engagés à fournir 200 millions de dollars pour cette mission, et ont exhorté d’autres pays à contribuer en fournissant des fonds, du personnel, des équipements et des services logistiques.

En plus de l’aspect sécuritaire, le secrétaire Blinken a également souligné l’importance de restaurer l’ordre démocratique en Haïti à travers des élections libres et équitables. Il a appelé toutes les parties prenantes à s’engager dans un processus politique inclusif pour garantir un gouvernement légitime et responsable.
