Donald Trump va proposer au Congrès une voie d’accès à la citoyenneté américaine pour 1,8 million de migrants entrés illégalement aux Etats-Unis, une concession s’inscrivant dans un renforcement de la lutte contre les clandestins.
Le président américain va également demander aux élus un financement de 25 milliards de dollars pour la construction d’un mur frontalier avec le Mexique. Ce projet est l’une des promesses de campagne les plus controversées du milliardaire.
Le processus de naturalisation proposé, d’une durée de 10 à 12 ans, profitera aux 690.000 « Dreamers », entrés illégalement sur sol américain avec leurs parents lorsqu’ils étaient encore mineurs, et protégés jusqu’en mars par le décret Daca signé par Barack Obama, ainsi qu’à ceux qui ne bénéficient pas de ce programme tout en y étant éligibles.

« Une monnaie d’échange »
Ce plan « est une nouvelle attaque contre les immigrés qui utilise les Dreamers comme monnaie d’échange », a réagi Dina Titus, représentante démocrate du Nevada. Les nouvelles propositions de la Maison-Blanche pourraient être mal reçues par les plus conservateurs des républicains, même si le président a veillé à y joindre d’autres mesures restreignant l’immigration légale, notamment celle fondée sur le regroupement familial large. Il souhaite désormais limiter ce regroupement au conjoint et aux enfants mineurs.
La Maison-Blanche demande également l’abrogation du système de loterie pour l’attribution de cartes vertes qui donnent droit de s’installer aux Etats-Unis, conformément aux vœux du président de prôner un accès « fondé sur le mérite ».
Le sénateur républicain de Caroline du Nord Thom Tillis a salué jeudi un « plan réaliste », fruit selon lui d’un consensus entre les dirigeants républicains et démocrates. Et Tom Cotton, sénateur ultra-conservateur proche de Donald Trump, a salué un projet « généreux et humain, tout en étant responsable ».
Le mur, symbole d’une « politique xénophobe »
Reste que de nombreux démocrates sont vent debout contre l’idée d’un immense mur, symbole pour eux d’une politique xénophobe. Un terrain d’entente ne semble toutefois pas exclu s’il s’agissait de renforcer telle ou telle barrière déjà existante.
« 25 milliards de dollars de rançon pour les Dreamers accompagnés de coupes dans l’immigration légale et de hausses des expulsions, c’est risible », s’est indigné l’élu démocrate de la Chambre des représentants, Luis Gutierrez.
