Après une nouvelle matinée où les démissions se sont succédé dans son gouvernement, dépassant allègrement la cinquantaine, il a finalement cédé à ses députés conservateurs qui, les uns après les autres, l’incitaient à quitter son poste. «C’est fini», rapportaient des sources à Downing Street, alors que les médias britanniques confirmaient que le chef du gouvernement britannique annoncerait sa démission dans la journée.
Peu avant 9 h 30 à Londres (10 h 30 à Paris), un porte-parole du 10 Downing Street, déclarait que«le Premier ministre s’exprimera devant la nation aujourd’hui», ce qui ne laissait plus de doute sur la démission imminente. Il l’a confirmé quelques heures plus tard, annonçant rester en poste jusqu’à la nomination de sa ou son successeur. Une décision d’ores et déjà contestée par ses collègues conservateurs.

Ce jeudi matin, les ministres de l’Education, nommée avant-hier soir, de l’Irlande du Nord et du Pays de Galles ont claqué la porte, suivant les départs de leurs homologues à la Santé et à l’Economie mardi soir. En tout, une cinquantaine de secrétaires d’Etat, représentants de ministères et simples fonctionnaires membres du gouvernement, qui en compte en tout 120, ont fait leurs cartons. Du jamais vu dans l’histoire politique du pays. D’autres, à l’instar du tout nouveau ministre de l’Economie, Nadhim Zahawi, l’ont conjuré de quitter le Number 10, «pour le bien du parti conservateur, mais surtout du pays». Ses plus fidèles ministres l’ont eux aussi finalement appelé à «faire ce qu’il faut».
Tous dénoncent un manque sérieux «d’intégrité» au plus haut sommet du gouvernement et mettent directement en cause la personnalité de Boris Johnson. Ce séisme politique intervient après une énième affaire interne au parti conservateur. La semaine dernière, un député tory, Chris Pincher, a été accusé d’avoir agressé sexuellement deux jeunes hommes lors d’une soirée dans un bar londonien. Celui-ci avait été récemment chargé de la discipline du parti, alors même qu’il avait été déjà plusieurs fois accusé des mêmes faits ces dernières décennies. Pendant des jours, les membres du gouvernement ont soutenu que l’information n’était pas remontée jusqu’à lui. Une version contredite deux jours plus tard par Boris Johnson lui-même. Ce revirement a été la goutte de trop dans un vase bien rempli depuis le scandale du partygate, du nom de ces soirées illégales tenues à Downing Street pendant les différents confinements.

Depuis quarante-huit heures, au sein de Downing Street, le chaos est total. D’un côté, selon la presse britannique, une partie de ses équipes était, ce jeudi matin, en train de rédiger une lettre, dans l’espoir qu’il la signe et se résigne à partir. De l’autre, les rares soutiens de Boris Johnson s’évertuaient encore à plancher sur une nouvelle loi de réduction des taxes à présenter prochainement aux Britanniques. «C’est incroyable. Aucun autre Premier ministre n’a jamais agi de la sorte, a commenté l’ancien député conservateur Rory Stewart ce jeudi matin en direct sur la chaîne Sky News. Habituellement, les Premiers ministres pensent aux conséquences sur le parti. Mais là, il ne fait rien pour maintenir le parti. C’est vraiment ridicule.»
Mercredi, pendant toute la journée, le leader des tories avait écarté toute possibilité de démissionner. Assurant haut et fort devant le Parlement qu’il s’acquitterait du mandat qui lui avait été confié, lors d’élections remportées triomphalement en décembre 2019, «jusqu’au bout». Mais les départs en cascade et l’énorme pression exercée de la part d’une majorité de ministres devaient avoir raison de celui qui fut en 2016, le visage de la campagne pro-Brexit. Un «spectacle pathétique», s’est exaspéré mercredi Keir Starmer, le chef de l’opposition.
