Le Réseau national de défense des droits humains (RNDDH) dénonce dans un communiqué transmis à notre rédaction ce 8 novembre, une « situation alarmante » se développant dans le quartier populaire de Bel-Air (centre-vile). D’après l’organisme des droits humains, des attaques impliquant des membres de l’Exécutif auraient déjà fait au moins 15 morts, des blessés par balles et une vingtaine de maisons incendiées.
Onze (11) « véhicules roulants et […] deux (2) transformateurs ont été endommagés » durant ce « raid », rapporte le RNDDH qui, joint au téléphone cet après-midi, crie au scandale et dénonce la passivité dont font montre les autorités policières.
« Selon les premières informations recueillies […], ces attaques, perpétrées par les gangs armés dirigés respectivement par Jimmy Chérizier alias Barbecue et Ti Sonson connu aussi sous le nom de Ti Chèf, de la Base Krache Dife, sont orchestrées par les autorités exécutives », écrit le RNDDH dans son communiqué portant signature de Marie Rosy Kesner Auguste Ducena.
Ces dommages seraient survenus en raison du refus des riverains face à ces hommes armés qui cherchent à « débarricader la zone de Bel-Air […] jugée trop active politiquement notamment lors des dernières opérations de verrouillage du pays ». « Les deux groupes en questions cherchent à faire une démonstration de force face aux habitants de la zone », a placé Ducena jointe par notre rédaction.
Dans son rapport, le RNDDH souligne qu’avant les attaques armées, « deux (2) rencontres avaient été réalisées les 30 octobre et 1er novembre 2019 avec des jeunes militants de Bel-Air. Au cours de celles-ci, un ministre ainsi qu’un membre de l’Exécutif ont d’abord demandé aux militants d’enlever les barricades des rues. Ces derniers n’ont pas accepté. Ils leur ont alors proposé cinq millions (5.000.000) de gourdes. Un refus catégorique leur a encore une fois été opposé ».
Le Secrétariat d’Etat à la Communication, contacté par la rédaction, n’a pas pu réagir sur la question, la note étant encore récente. Nous avons tenté en vain de joindre un responsable au niveau de la Police nationale d’Haïti (PNH).
