Dans une déclaration fracassante publiée sur le réseau social X, l’avocat et homme politique Me André Michel a vivement critiqué le président du Conseil Électoral Provisoire (CEP), Patrick Saint-Hilaire, l’accusant d’avoir signé un contrat controversé de 3,6 millions de dollars américains pour le transport des membres et cadres du CEP.
Selon Me André Michel, ce contrat, réparti sur six mois à raison de 600 000 dollars par mois, serait destiné à faciliter les déplacements du CEP en vue du référendum constitutionnel prévu pour mai et des élections générales annoncées pour novembre de cette année.
Cependant, l’opposant politique dénonce fermement cette dépense, qu’il considère comme un “acte de corruption” dans le contexte actuel du pays.
“A un moment où les gangs armés contrôlent le pays en chassant de leurs quartiers plus d’un million cinq cent mille compatriotes après en avoir assassiné plus de cinq mille six cents sous le règne du CPT, ce contrat constitue encore une fois un acte de mépris pour la vie et le bien-être des Haïtiens,” a-t-il déclaré.
Me André Michel souligne que, compte tenu de la détérioration alarmante de la situation sécuritaire en Haïti, il est évident qu’il n’y aura ni référendum constitutionnel, ni élections en 2025. Pour lui, ce contrat de plusieurs millions de dollars ne sert donc aucune cause réelle et ne fait que renforcer les soupçons de détournement de fonds publics.
Dans son message, il rappelle que la priorité absolue de l’État haïtien devrait être de rétablir la sécurité du pays. Il exhorte le gouvernement à utiliser ses ressources pour renforcer les capacités des forces de l’ordre — la Police Nationale d’Haïti (PNH) et les Forces Armées d’Haïti (FADH) — afin de combattre efficacement les groupes armés qui sèment la terreur dans plusieurs régions du pays.
“Notre position de principe reste inchangée. Pas de dialogue avec les gangs. Pas de négociations avec les gangs,” a martelé Me André Michel, réitérant son refus catégorique de tout compromis avec les criminels.
Cette accusation vient ajouter une nouvelle couche de tension dans un contexte déjà explosif, alors que le gouvernement du Conseil Présidentiel de Transition (CPT) peine à reprendre le contrôle du territoire face à l’expansion des gangs armés.
La signature de ce contrat, dénoncée par Me André Michel, risque d’alimenter encore davantage la méfiance de la population vis-à-vis des institutions publiques, alors que le pays est plongé dans une crise sécuritaire et humanitaire sans précédent.
Reste à voir si le président du CEP, Patrick Saint-Hilaire, réagira à ces graves accusations dans les jours à venir.
