Deux candidats à la présidence de la République dominicaine qui militent au sein des partis minoritaires ont promis de construire un mur pour séparer ce pays d’Haïti, son voisin appauvri sur l’île d’Hispaniola.
L’un de ces candidats est Ramfis Domínguez Trujillo, petit-fils du dictateur Rafael Trujillo, qui a ordonné en 1937 de tuer des milliers d’Haïtiens, dans ce qui est devenu le massacre de Perejil.
L’autre est le conservateur Quique Antún, chef du Parti chrétien de la réforme sociale (PRSC), une formation fondée par l’ancien président Joaquín Balaguer, héritier politique de Trujillo et qui a dirigé un régime autoritaire entre 1966 et 1978, puis est retourné au siège de l’État à une époque plus tard.
Les deux politiciens ont mis en garde contre une « invasion » haïtienne imminente à la suite de la profonde crise socio-politique dans le pays le plus pauvre d’Amérique.
Des voix se sont également fait entendre en faveur du mur parmi certains politiciens des partis majoritaires, mais pas parmi les principaux candidats à la présidence lors des élections de mai 2020.
Près de 700 000 Haïtiens résident légalement en République dominicaine, un pays de 10 millions d’habitants, mais on estime qu’en comptant les sans-papiers, le nombre d’immigrants haïtiens peut dépasser le million.
Les autorités dominicaines ont expulsé 57000 Haïtiens en 2018, selon les chiffres officiels, et chaque mois, ils continuent d’expulser des milliers d’immigrants de ce pays qui ont franchi la frontière de manière irrégulière.
