L’analyse des faits est d’autant plus troublante, qu’il s’agit de mercenaires étrangers émanant de la même structure que celle à laquelle étaient rattachés les sept (7) mercenaires étrangers arrêtés le 17 Février dernier, à Port-au-Prince, avec les fusils d’assaut illégaux dans des véhicules sans plaque; pour être ensuite rapidement relâchés, sans aucun suivi judiciaire sur les faits reprochés.
A cet effet, il convient de noter que :
1- Le nouveau groupe de mercenaires étrangers présentement en Haïti est rattaché à la même firme que le premier ( dossier mercenaires/Banque Centrale). Il s’agit de la firme ACADEMI, anciennement BLACKWATERS.
2- BLACKWATERS est tristement célèbre pour, entre autres infractions, les actes de violence de ses employés contre la population civile irakienne. En 2014 plusieurs de ses recrus ont été condamnés par la justice américaine pour le massacre de NISOUR survenu en 2007 ( 17 civils non armés tués et 20 blessés); suite à quoi le gouvernement irakien a résilié leur contrat. C’est également suite à ce scandal que BLACKWATERS a décidé d’opérer sous un autre nom.
3- Le fondateur de BLACKWATERS, M. Erik Prince , est présumé avoir joué un rôle déterminant dans l’extradition des mercenaires étrangers d’Haïti, et demeure indirectement lié à la mise en place de la nouvelle équipe de mercenaires étrangers en Haïti. Les mercenaires ne sont pas soumis au code d’éthique, auquel doivent se soumettre les militaires en général.
4- ACADEMI est en Haïti sous le label » Formation et entrainement » . En réalité, les mercenaires étrangers qu’elle a recruté sont rattachés à la protection du Président de la République qui ne fait plus confiance à la Police Nationale d’Haïti, à l’USP et à USPGN.
5- Aucun contrat de service y-relatif n’est connu de la cour des Comptes qui devrait l’avoir approuvé, comme toute transaction étatique incluant une composante financière. Cet accord, pour le moins opaque, s’est fait en violation de la constitution qui prévoit que les contrats à caractère financier doivent être soumis à l’avis de la cour des comptes.
6- Cette firme, selon nos informations, n’a pas l’autorisation (Licence) des États-Unis pour conduire des activités de formation et de sécurité pour le gouvernement Haïtien.
